My understanding is that when Facebook implemented what they called their simplified Privacy settings that this become a one step process and that it should also now be Opt in as opposed to Opt out. With regard to "instant personalization," I remember when it was rolled out that actually opting out was a two-step process; there was the step you list there, then there was something else you had to do (perhaps) on the FB pages of participating companies.
